What is a Domestic Energy Assessor (DEA)?
The role of the Domestic Energy Assessor, (DEA), is to produce Energy Performance Certificates for inclusion in Home Information Packs, (HIPs).
A DEA has undergone a rigorous training programme by a Government approved training body and is accredited with membership of a Government approved Certification Scheme.
The Department of Communities and Local Government has produced new qualifications, Diploma in Domestic Energy, (DEA), or the Diploma in Home Inspection (HI).
Home Information Pack (HIP)
The government is introducing Home Information Packs as part of wider reforms to cut carbon emissions from homes and to improve the home buying and selling process. The HIP is a set of documents providing important information about a property, such as its energy efficiency, boundary ownership and planning permissions, for new properties, copies of warranties and guarantees.
The purpose of the HIP is to provide consumers with better information early in the process - to improve the speed and certainty of transactions and reduce wasted costs. For further information, you may wish to visit www.homeinformationpacks.gov.uk.
The documents that have to be included in a Home Information Pack from the first day of marketing include an index, an Energy Performance Certificate, the sales statement and evidence of title. For the other compulsory documents - the local property searches and certain documents for leasehold properties - the Government is initially allowing flexibility. Marketing can begin provided the missing documents are added to the Pack as soon as possible. There must be evidence in the pack that these documents have already been commissioned.
Optional documents in the HIP include the Home Condition Report (HCR) which the Government strongly encourages sellers to include.
The HIP may also contain a Legal Summary, which would normally be at the front of the pack. The Legal Summary is a legal advisors view of the contents of the pack and should identify any issues that a potential buyer may wish to take into consideration when purchasing the property.
Energy Performance Certificate (EPC)
From the 1st August 2007 residential properties will be assessed and this report will be included in the Home Information Pack.
The EPC will provide you with an energy efficiency rating and an environmental impact rating for the property as it stands on the day of the inspection and will make recommendations on how both might be improved.
During the inspection, the Domestic Energy Assessor will record the key information that affects the energy efficiency of a property. For example, the depth of insulation in the roof will be measured, as will the efficiency of the boiler. Also the type of windows will be recorded and if cavity wall insulation exists. All of this data is then used to calculate the energy efficiency and produces a result on an easy to read scale.
